Centered mainly on the actions of the Coalition Provisional Authority, within the Green Zone of Baghdad, Chandrasekaran details the absurdities, incompetence, and bureaucratic failings which prevented a timely transfer of power to the Iraqis and bred the growing insurgency, as well as the idealism and willful self-delusion that prevented American leadership from seeing the true state of affairs in Iraq.
